Commission approves changing Markley Addition condition to allow fire station construction before sewer relocation, requires reroute before occupancy

The Salina Planning Commission voted Tuesday to modify a condition on the final plat of the Markley Addition so construction of the planned Fire Station No. 4 can begin before an existing sanitary sewer is taken out of service, as long as the rerouted sewer is in service and the old line is capped before the building receives a certificate of occupancy.
Planning staff said the original condition required relocating the sewer out from under the building area before construction. The contractor now proposes to construct the building while the existing line remains active, install the new rerouted sewer during construction, then cap the existing pipe and place flowable fill inside it so there is no void beneath the station’s footprint. "As a general rule we try to avoid having buildings placed over active utility lines, but the director of utilities has reviewed this plan and determined that the sewer line is sufficiently deep that it won't be disrupted or damaged by the placement of footings or floor over it," Dean, staff member, told the commission.
Staff said leaving the existing pipe in place and filling it reduces disturbance of underlying soils compared with removing the pipe before building. A commissioner asked whether the entire pipe would be filled; Dean reported that the director of utilities said flowable fill would be placed through the entire pipe.
The effect of the commission's action is to allow the applicant to obtain a building permit and begin construction without first relocating the sewer; the condition requires the reroute and capping to be completed and functional before the final certificate of occupancy for Fire Station No. 4 is issued.
A motion to accept the rewording on page 3 of 3 of the staff report carried by voice vote.
The commission stressed it brought the item to the commission because staff did not feel it was appropriate to change the recorded condition without commission action. No additional changes to the plat were made at Tuesday’s meeting.
