Planning commission postpones Kansas Wesleyan replat after utility-easement errors found

The Salina Planning Commission on Tuesday postponed consideration of application P25-1-1A, filed by Kansas Wesleyan University, to its March 4 meeting to allow staff and the applicant’s surveyor to correct errors in the proposed replat that affect public and private utility easements.
Planning staff told commissioners the replat would divide the Church of the Cross property into three platted lots — one for the church facility and one for each of two adjacent single-family parsonage houses — but that easements shown on the submitted draft are incorrect because the surveyor used the wrong base plat for the Johnson Addition. "The easements that are shown on the plat in your packet are incorrect as to location and to width, and so we need to resolve that," said Dean, staff member. He said staff needs two weeks to work with the church and the surveyor to identify which utilities are public, which are private, and the correct easement locations before the commission acts.
Staff also reported uncertainty about how far a public sewer serving the block extends into the rear portions of the residential lots. The sewer, staff said, was originally installed to serve a wartime housing project and therefore sits in an atypical location relative to the current homes and church. "That’s added a different level of just a clarification to make sure we know what’s public and what’s private," Dean said.
Commissioners asked about driveway access for the south house where the house’s driveway currently connects to the church parking lot instead of having its own curb cut on Rush Street. Staff said an access easement from Kansas Wesleyan to future home owners will be defined in the corrected replat to ensure continued access.
Pat Mills, representing Church of the Cross, was present; an applicant representative verbally confirmed the two-week postponement was acceptable. A motion to postpone the application to March 4 carried by voice vote.
The commission’s action delays final plat approval but preserves the commission’s opportunity to require correct easements on a document that will run with the land if recorded. Staff emphasized this is the commission’s single opportunity to place easements in the correct location on the recorded plat before lots are sold or conveyed.
No design or zoning changes were made; the commission’s postponement is narrowly targeted to allow correction of survey and utility documentation.
Looking ahead, staff will return on March 4 with corrected plats and final utility easement language for the commission’s consideration.
