The Salina Human Relations Commission on Feb. 11 agreed to form a volunteer committee to design a community knowledge survey to assess baseline public awareness of civil-rights processes and community resources. Commissioners who volunteered include Commissioner Green, Commissioner Zvezke and Commissioner Kressler; additional commissioners offered to help.
Staff advised that the committee's size and meeting format may trigger Kansas open-meeting rules and that the commission will seek guidance from the city attorney to determine whether planning sessions must be publicly posted. Staff noted the commission's quorum is a majority (five members), and that a committee of three or four commissioners would likely remain below quorum but that formal guidance will be obtained.
Commissioners tentatively selected Wednesday, March 5 at 3 p.m. for the committee's first meeting, to be held at City Hall in Room 2 (or the adjacent study room if Room 2 is unavailable). Staff said they will publish final meeting details and advise whether the session must be treated as a public study session with posted notice. The committee will meet two more times before reporting back to the full commission.
