Land management: authority reports 98.4% of construction footprint acquired; eminent domain actions continuing in Minnesota

Land-management staff told the board that acquisition for the diversion project construction footprint is 98.4% complete. Bridal Dodds reported six parcels closed in the last month and said that eminent-domain actions remain in progress on some Minnesota parcels where valuation and settlement steps were incomplete.
Dodds said the UMA footprint (utility and maintenance areas) is about 60% acquired, with continued negotiation and settlement work. She told the board 39 parcels have been deemed excess land; of those, eight remain in policy review and 31 have either closed or are pending closing.
Staff also described ongoing relocation services for displaced residents, processing reimbursements, mediation and settlement support, and staking of farmable areas to avoid planting in construction zones as the growing season approaches. Dodds said vacate notices remain in process for several occupied parcels in Minnesota and that land agents are supporting final walkthroughs and other relocation tasks.
