The Chelsea Police Department asked the Licensing Commission to schedule a public hearing to consider clarifying the role and permissible duties of constables after changes at the Massachusetts Peace Officer Standards and Training (POST) Commission.
A police representative, speaking on behalf of Chief Houghton, said POST changes affect what constables may do and the chief wants the city to note officially that constables are permitted to serve civil process only and to set other local stipulations. The matter was moved to a public hearing at the commission’s next meeting for further discussion and drafting of any formal language.
Commissioners voted to place the issue on the agenda for a future public hearing so the request and any recommended rule changes can be considered formally.
