Three formal actions recorded during the March 25 Coupeville Town Council meeting:
1) Blue Coast Engineering LLC contract extension (approved) Motion: Authorize the mayor to sign Supplemental Agreement No. 1 with Blue Coast Engineering LLC for continued GIS work, extending the contract to March 1, 2026. Staff said the original contract was $75,000, roughly $9,800 remained, and the town has $25,000 budgeted for GIS work, making a total authorized amount of $100,000 under the contract. Council moved and seconded the motion and it passed unanimously.
2) Letter to Island County regarding UGA questions (approved) Motion: Authorize the mayor to sign the letter to the Island County commissioners regarding the town's limited UGA questions. The motion passed 4-0. (See separate article for debate and public comment that accompanied this agenda item.)
3) Volunteer appreciation proclamation (approved) Motion: Adopt the 2025 proclamation recognizing April 2025 as Volunteer Appreciation Month; the motion passed unanimously.
Also noted: A separate motion to withdraw the town's UGA request was moved during public comment but died for lack of a second and therefore was not acted on.
Speakers and vote tallies are summarized from meeting minutes and the council's recorded roll call.
