Finance Committee approves multiple bids, agreement with WYDOT and WAM delegate designation

The City of Cheyenne Finance Committee on April 8 recommended approval of several routine contracts, bids and designations that will go to the full City Council. Committee members heard staff reports and voted on funding amounts and award recommendations.
Key approvals and recommendations - Cooperative agreement with the Wyoming Department of Transportation (WYDOT): Rick Amon, city traffic engineer, described a coordinated thermoplastic pavement-marking project timed with a WYDOT paving project on Lincoln Way and College Avenue. The city’s portion was estimated at $234,845 from the 2023–2026 optional 1% sales tax fund; the committee moved and seconded the recommendation and advanced it to council.
- Dutcher Baseball Fields lighting installation: Jason Sanchez, Community Recreation and Events director, said the project replaces original lighting on the two western Dutcher fields with energy-efficient LED fixtures. The recommended award is to BCM Incorporated doing business as Mortenson Electric in an amount not to exceed $729,000, to be funded from state distribution funds and community facility fees.
- Golf division roof mower: Sanchez said the golf division’s trade-in unit (purchased Feb. 2018) reached the end of its expected life. The committee recommended accepting a bid from L.L. Johnson Distributing Company in an amount not to exceed $79,310.11 from the Golf Capital Improvement Fund.
- Annual asphalt, cold mix and tack oil bids: Public Works Director Vicky Nemechek recommended awarding hot mix and cold mix to Knife River (JTL Group d/b/a Knife River) and tack oil to Simon Contractors. The recommended amounts were $367,625 (hot mix), $75,000 (cold mix) and $19,200 (tack oil), for a combined total of $461,825 from the optional 1% sales tax fund.
- Wyoming Association of Municipalities (WAM) delegate: City Clerk Kylie Soden presented the item to designate an official voting delegate and alternate for the WAM summer convention business meeting on June 12, 2025. The committee recommended President Rennie as the voting delegate and Mayor Collins as alternate.
Funding and process notes Staff identified funding sources during the presentations: the city’s portion of thermoplastic markings from the optional 1% sales tax fund; Dutcher lighting from state distribution funds and community facility fees (community facility fees are collected per dwelling permit); the golf mower from the Golf Capital Improvement Fund; and asphalt/tack oil from the 1% sales tax fund. Jason Sanchez said the Dutcher lights project would focus on two of the five Dutcher fields (Dutcher North and South) and that future projects could add lights to other fields.
Motions and outcomes Committee motions to accept the bids and agreements were made and seconded for each item during the meeting; committee members voiced “aye” and none of these items recorded a named dissent in the transcript. Each item was forwarded as the committee’s recommendation to the full City Council for final action.
What’s next These recommendations will appear on the City Council agenda for Monday, April 14, 2025, as the committee’s recommendations. Staff will proceed with contract processing pending council approval.
