City staff presented a supplement to the existing consultant agreement to provide final design for the 2026 sewer utility replacement program and additional survey work for future sites.
Staff said the supplement covers four locations totaling approximately 1,800 feet of sewer main, most likely rehabilitated with cured‑in‑place pipe technology, plus survey work for two additional locations for future programming. The amendment amount is about $249,000 and includes a $21,000 management reserve; the total agreement value after the supplement is roughly $591,000 and will be paid from sewer utility funds.
Public Works staff explained that several sites are older and more challenging: one crossing will involve a creek/culvert where records are incomplete and the pipe dates to the 1940s, requiring survey, geotechnical work and permitting with Fish and Wildlife; another site may involve proximity to railroad right‑of‑way and would require careful coordination if construction encroaches on that right‑of‑way. Committee members supported forwarding the amendment to the consent agenda and staff said they will pursue necessary due diligence to reduce construction risk.
