The committee considered a proposed supplement to an existing consultant agreement to design the 2026 water main replacement program (phase 16). Staff said the supplement will add final design for two locations totaling approximately 4,800 feet of water main replacement and includes environmental permitting assistance, potholing, geotechnical engineering, public outreach, bidding and record‑drawing services.
Public Works staff said the supplement amount is just over $397,000 and includes a $30,600 management reserve; adding the supplement takes the total agreement to approximately $930,200. Staff recommended funding the supplement from the water utility and placing the item on the consent agenda. Committee members noted additional coordination required with WSDOT for the segment near SR 104 and ferry holding lanes, and with state fish‑and‑wildlife permitting for a site that involves a culvert/stream crossing.
Staff emphasized that the city is now addressing more challenging replacement sites, and that the supplemental design work is intended to reduce construction risk and contractor contingency by providing detailed data to bidders.
