The project scope includes about 1.2 lane miles of overlay and the installation of permanent speed tables to replace two temporary speed tables on Eighth Avenue. Staff said the engineer’s estimate was $1,120,000.
Staff read preliminary bid figures recorded at opening and said the low bid on the bid tabulation appears to be Northwest Asphalt at $1,040,005.15; other bidders listed included Lakeside Industries (about $1,300,000), Granite Construction ($1,000,003.45) and JV Asphalt ($1,489,000). Committee members noted the close range to the engineer’s estimate and asked staff to verify responsiveness and whether the listed low bidder is the low responsive bid before award.
Staff said most project funding comes from REET funds split between 2025 and 2026, with roughly $117,000 of water utility funds contributing to pave a street where a water main was replaced in an earlier project. Committee members supported moving the contract award to the consent agenda after staff completes bid review and confirms the low responsive bidder.
