City staff presented a professional services agreement (PSA) with consultant BHC to provide design services for the phase 6 stormwater replacement program and predesign work for the 2026–27 program.
Public Works staff said the PSA covers survey-based mapping, utility locating, video inspection, evaluation of cured‑in‑place pipe rehabilitation options, preliminary and final design for 2026 sites, geotechnical engineering, bidding support and a $60,000 management reserve (including a $20,000 allowance for potholing). Staff said the construction schedule targets 2026; the fee for the PSA is just over $461,000 and will be paid from stormwater utility funds.
Committee members praised the preparation and recommended forwarding the PSA to the consent agenda. No formal vote was recorded in committee; staff recommended placement on next week’s council consent agenda pending final review.
