Committee B to forward $127,500 ILA for Matthew Ballinger Park picnic shelter to consent

The Edmonds City Council Committee B reviewed acceptance of an interlocal agreement that awards $127,500 from Snohomish County REET 2 funding to pay for purchase and installation of a large picnic shelter at Matthew Ballinger Park.
Parks and Recreation Director Angie Besser told the committee that the ILA covers purchase and installation of the shelter as the final phase of the park’s multi‑year improvements. Kyle Woods, parks planner and capital projects manager, said the shelter will be 20 feet by 30 feet and that the structure itself is estimated at about $75,000; the ILA amount is intended to cover purchase and assembly.
Committee members praised the project and the park upgrades, and supported sending the ILA to the consent agenda. Councilmember Vivian said she was “especially thrilled about the ADA amenities” added during earlier phases and urged staff to confirm rental policy details required by the county grant. Besser said staff will include the county requirement — that the shelter be available to county residents at the same price — when drafting the shelter’s rental policy.
Other improvements already completed at Matthew Ballinger Park, noted Woods, include a permanent restroom (replacing a portable unit), a water fountain, about seven additional parking spaces including one van‑accessible ADA stall to reach the restroom and playground, landscaping and benches, and a paved trail connection to the Interurban Trail. Committee members also discussed retaining one basketball court and potentially converting the other concrete court to a different play amenity; Woods clarified there are two courts on site and the court nearest the proposed shelter would be retained.
Staff said project closeout and minor cleanup remain and the shelter will be installed in time for summer use. Director Besser said staff will update section 5.2 of the ILA if any administrative numbers (payment amount or ZIP code) need correction before placement on the council consent agenda.
