Green Needham representatives presented a pair of citizen petition bylaws to the Finance Committee on April 9 aimed at reducing single-use food service items. The group described 1 bylaw, commonly called "Skip the Stuff," as threefold: require restaurants to give takeout/delivery accessories only on request, require online ordering interfaces to include an opt-in for accessories, and ask full-service sit-down restaurants to use reusable serviceware for in-house dining.
Kathy Reyes and Rob Fernandez of Green Needham told the committee the chamber of commerce supports the opt-in approach because it reduces businesses materials costs while cutting litter. The presenters said larger delivery platforms and common restaurant point-of-sale vendors (examples cited: DoorDash integrations and Toast) already support opt-in accessory selection; small independent restaurants that cannot modify online ordering would default to not providing accessories automatically but could offer self-service stations.
The Board of Health would enforce compliance, the presenters said, and the town has used the Board of Health for enforcement of prior plastic- and polystyrene-related bylaws. The Select Board had not yet taken a formal position at the time of the Finance Committee meeting.
A finance committee member moved to recommend the general bylaw amendment for plastics/food and beverage (Article 12 on the warrant); the motion passed on a voice vote.
