Finance committee takes no position on zoning updates to adopt new FEMA flood maps

The Finance Committee voted April 9 to take no position on Articles 5 and 6, which would amend Needhams zoning bylaw and zoning map to reflect newly issued FEMA floodplain maps and to meet National Flood Insurance Program (NFIP) requirements.
Lee Newman and Artie Crocker of the Planning Board, joined by Justin Sabiano from the engineering department, explained that FEMAs updated maps can become effective in July 2025 and that the town coordinated draft bylaw language and map changes with the Massachusetts Department of Conservation and Recreation (DCR). Planning staff told the committee DCR indicated it would certify the towns bylaw and map change after adoption, enabling residents in newly mapped areas to qualify for NFIP flood insurance.
Speakers said the updated maps shift flood elevations in some places, lower them in a few areas along the river in others, and add some parcels overall. Planning staff said they do not expect the map revisions to affect existing buildings or town-owned structures in a way that would create new municipal liabilities. The staff did not provide a count of private properties newly included in the floodplain; they said they did not have that figure on hand.
Committee members asked about notification to affected homeowners and the economic impact on property assessments and tax revenue. Planning staff said notification and insurance purchase processes are managed at the insurance and mortgage level; the town is not responsible for individual homeowner notification as part of map issuance. Staff said most properties that would require flood insurance already were in mapped flood areas and that the change should be de minimis for townwide tax revenue.
A finance committee member moved that the committee take no position on Articles 5 and 6; the motion was seconded and approved by voice vote.
