Commission approves $12,500 amendment for Airport Way Phase 2.2 engineering to complete environmental and permitting tasks

Commissioners authorized an amendment to the civil engineering contract for Airport Way Phase 2.2 so the port and its consultant can finish environmental work, prepare a hazard management plan and update plans and cost estimates ahead of permitting.

A staff presenter said Parametrix (consultant name recorded in the agenda) has worked with the port on Airport Way design and that this amendment will allow the consultant to complete unresolved environmental tasks, produce a hazard management plan requested by Washington State Department of Transportation (WSDOT), and respond to a city presubmittal meeting. "This amendment will allow Parametrix to continue and finalize the unforeseen environmental works," the presenter said.

The amendment value on the record was $12,500, increasing the contract to $67,090 with remaining budget available from the 2024 capital allocation. Staff said final design and permitting would position the port to be construction-ready should regional funding become available; the port noted that funding from PSRC or other programs could accelerate the schedule. Commissioners asked about the length of the phase and remaining miles to complete; staff said roughly 3,800 linear feet for this phase and roughly another mile of roadway would remain to reach Lake Flora.

Motion and vote: The commission voted to approve the Phase 2.2 civil engineering amendment for Parametrix in the amount of $12,500 and authorized the CEO to execute the amendment. Commissioners present voted affirmatively and the motion carried.

Staff said the project remains dependent on outside funding and permitting, and that construction timing will depend on obtaining grants or other capital sources.
