Port awards Bay Street remediation contract to low bidder using EPA grant funds

The Port of Bremerton authorized an award to Innovative Construction Solutions to remediate petroleum contamination at two Bay Street properties the port purchased in 2020, using a U.S. Environmental Protection Agency grant to cover the work.
Port staff described the site at 521-525 Bay Street as containing underground storage tanks with fuel and heating oil contamination. Staff said prior investigation and permitting work cost about $91,000 and that the EPA awarded up to $800,000 for the remediation.
A port presenter summarized the bidding and finances. "We had five responsive bidders to this and the bids ranged from 287,196 up to 474,340. Innovative Construction Solutions were the most responsible bidder and lowest bidder in the process," the presenter said, describing the low bid as in the $287,000 range. Staff said the grant leaves a remaining EPA grant balance after prior study costs and that the project will proceed with effectively "zero net cost to the board."
The work scope described to commissioners includes removal of five tanks, excavation of impacted soils to about 6 feet, shoring of adjacent soils where needed, off-site treatment or disposal of contaminated soils, onsite stormwater controls during work, and three years of monitoring wells following remediation. Staff said treated areas will be backfilled and prepared to city and state standards and that portions of the site may be filled with gravel to make the parcel usable once monitoring allows.
Commissioners asked about potential change orders because such sites sometimes reveal additional contamination during construction. Staff said the port performed detailed preliminary studies to reduce unknowns and that some contingency remains available if change orders arise.
Motion and vote: The commission voted to award the remediation contract to Innovative Construction Solutions for the low bid amount (bid documented in the record) and authorized the chief executive officer to execute the contract. Commissioners present recorded affirmative votes and the motion carried.
Staff said the port will continue to monitor adjacent Bay Street redevelopment activity and will determine long-term disposition โ including lease or sale options โ after remediation and monitoring provide a clean, stable site.
