Dawsonville council opens annexation hearing, tables ethics-board appointment and waives pavilion fee

The Dawsonville City Council on April 7 opened a public hearing on a 2.9-acre annexation request, tabled an appointment to the city ethics board while staff drafts ordinance options, and approved a $75 pavilion-fee waiver for the Dawson County Retired Educator Association.
Planning Department staff presented the annexation request for a 2.9-acre tract and said county and planning bodies had reviewed the proposal. Stacy Harris, Planning Department, said, "Trail and Son LLC on behalf of Matthew Turner has petitioned to annex into the city limits of Dawsonville, the 2.9 acre track known as TMP 092042 located at Perimeter 0 with a county zoning of RA residential agricultural to city zoning R1 residential single family district." The council opened and closed the public hearing with no members of the public speaking; the item was recorded as a first reading for further consideration.
City Attorney Kevin Tallent said staff will prepare multiple draft ordinance options for the council to consider before appointing members to the ethics board. He described the options under consideration: "some of the options are, having it set up so that you have 3 members. None of them has to be an attorney, chosen from different districts in the city. 3 members, 1 of them has to be an attorney who can be a resident of the entire county, but no 2 members can reside in the same district of the city. And then the third option right now that I'm gonna be working on is 1 where, each council member and the mayor will all have an appointment to be confirmed by the council." The council voted to table the appointment while the ordinance language is drafted and scheduled for further discussion in work session and subsequent readings.
City Manager Bob Bowes told the council the Dawson County Retired Educator Association requested use of Pavilion 3 on May 13 from 10 a.m. to 2 p.m. and asked the city to waive the $75 rental fee to conserve scholarship funds. Bowes said, "They want to have a meeting here May 13 from 10AM to 2PM. It's a Wednesday in Pavilion 3." Council approved the fee waiver.
Other business included a brief Gold Creek Drive update: staff said a surveyor meeting is scheduled and more precise construction or repair numbers will be presented after that meeting; council took no action at the session. The meeting adjourned with routine votes to approve the agenda and consent items earlier in the session.
