District rejects classroom device bids, plans more specific rebid and Chromebook leasing

Council Rock School District staff asked the finance committee on April 10 to reject a series of classroom-technology bids and rebid with more specific product specifications after committee members identified widely varying device quality among responses.
Anthony Rapp told the committee the co-op bid returned a range of Chromebooks, laptops and desktops, including low-priced products that staff judged to be lower quality. “The request for bids wasn't specific enough … there was some low quality products offered at lower prices. So we don't want to … we would rather ask you to reject these and rebid it,” Rapp said.
Rapp said the rebid will specify quality tiers and the number of different device types rather than listing a single model. He also described a replacement plan for district devices: rather than purchasing Chromebooks that are replaced every three years, the district will lease Chromebooks in certain cases to reduce lifecycle costs and repair expenses. “It is some of them, like the Chromebooks, especially are gonna be leased now instead of purchase, which is gonna save the district money in the long run,” Rapp said.
Staff said a new bid package is likely to be issued before the end of the fiscal year (staff suggested a June solicitation). The committee discussed who uses monitors and device sizes during a related agenda item on monitors and inventory; staff said monitors are kept in stock for replacements and new installations across classrooms and administrative offices.
The committee transcript records discussion and planning but no formal committee vote to reject bids; staff requested rebidding with clearer specifications.
