Troutdale council adopts recruitment procedures for city manager search under ORS 192.660(7)(d)

Troutdale city council on April 8 adopted a resolution approving procedures for recruitment and selection of the city manager in compliance with Oregon public meetings law, specifically ORS 192.660(7)(d). The action completes a prerequisite that allows subsequent finalist interviews to be conducted in executive session.
A city staff representative said the procedures were presented previously in work sessions with Jensen Strategies and that the public hearing held as part of the agenda item provided the opportunity for public comment on hiring standards and criteria before formal adoption. "The interview for a chief executive officer is allowed under executive session, but only after certain criteria are met, and part of that is the governing body has to have adopted hiring standards, criteria, and policy directives," the staff member said.
By adopting the resolution, the council authorized staff and recruitment consultant Jensen Strategies to finalize a recruitment brochure and begin advertising the position. Staff said Jensen expects to complete the brochure and begin posting the vacancy the following week.
Councilors had no substantive changes at the meeting and voted to adopt the procedures by roll call. The action itself does not name candidates, set interview dates or change the public hearing or executive-session rules established under Oregon law; it merely adopts the hiring procedures required before finalists may be interviewed in executive session under the cited ORS provision.
