The Planning Commission approved a revised preliminary plat for Oakmont Phase 2 in the Yarbrough Farms planned development and also approved the final plat for the same phase.
Staff said the revised preliminary plat covers roughly 31 acres and proposes 66 lots (64 single‑family lots and two open‑space lots). The original plat approved in February 2021 had shown 70 lots; the developer reduced lot count and adjusted the street network to respond to topography issues. That change substituted easement‑based connectivity for a previously proposed cul‑de‑sac connection while maintaining overall compliance with the master development plan.
Staff noted the Development Review Team (DRT) plans for related infrastructure were approved under the subdivision regulations in effect in 2021; the plat was found to meet those regulations. Most staff comments attached to the revised plat were notational or GIS‑related, the packet said, in part because a final plat accompanied the revised preliminary submission.
Commissioners asked whether substituting easements for a public road was acceptable; staff and the developer explained the change was driven by topography and would allow affected lots to retain access while meeting the intent of the connectivity requirements. The commission held a public hearing on the preliminary plat and, with no public speakers present, closed the hearing and approved the preliminary plat (recorded as PP2025007 in the packet).
The final plat (FP2025009) was considered separately; staff said it did not require a public hearing and that the final plat met the subdivision regulations. The commission moved and seconded approval of the final plat and the motion passed on an affirmative voice vote.
The approvals preserve open‑space lots and maintain consistency with the Yarbrough Farms master plan; final engineering and any notational corrections will be addressed before recording.
