San Luis council approves three procurement contracts for City Hall remodel, wastewater support and well power extension

The San Luis City Council voted unanimously Wednesday to award three contracts for municipal construction and utilities work and approved the consent agenda.

The contracts approved were: a City Hall East Wing remodel to Celis Development dba Southwest Plumbing and Air for a not‑to‑exceed amount of $149,686; construction‑phase managing support services for the West Wastewater Treatment Plant expansion to Consultant Engineering, Inc. for $94,200; and a purchase of a power‑line extension from Arizona Public Service for Well Site No. 5 at $52,050.45.

Juarez said Celis Development (doing business as Southwest Plumbing and Air) was the lowest responsive bidder out of four bidders and that the contractor must complete the work before the fiscal year ends on June 30.

On the West Wastewater Treatment Plant expansion, Jorge Perez, assistant director of Public Works, described the requested contract as construction‑phase management support. Perez said the consultant would obtain an independent third‑party cost proposal for comparison to the engineer’s estimate and assist with negotiations of the final price with the construction manager at risk. Perez told the council the consultant initially proposed $388,200 for the full scope, and the motion approved by council set the award at $94,200 as presented at the meeting.

Council also approved purchase of a power‑line extension for the Well Site No. 5 project. Staff presented an invoice from Arizona Public Service for a line extension and a new transformer, and the council authorized payment of $52,050.45 and the associated budget transfer. Staff described APS as a sole‑source provider for the line extension work.

Each motion was seconded and carried with no recorded nays. The council approved the consent agenda earlier in the meeting by voice vote.
