Norwalk commissioners promote two officers after internal exams

The Norwalk Board of Police Commissioners on March 17 unanimously approved promotions for Sergeant Ramon Tejada to lieutenant and Officer David Bush to sergeant, both effective March 20, 2025.

The promotions follow the retirement of Lieutenant Mark Lepore on March 14, which created a vacancy in the department’s command structure. Sergeant Ramon Tejada finished first on the lieutenant promotional exam with an overall score reported as 91.2289; he received a 93 on the written portion and a 96.4 on his oral assessment. Officer David Bush, assigned to the training division, finished second on the sergeant promotional exam with an overall score reported as 89.934, including a 94 on the written and an 87.94 on the assessment center.

Commissioner Nate Sumpter moved both promotions. The commission called the vote and recorded unanimous approval by the commissioners and the mayor present. The mayor and department leaders said the department will hold a promotion ceremony and administer the oath of office; a swearing-in event was scheduled in advance on the department calendar for March 19 at 4:00 p.m., while the promotions were recorded as effective March 20, 2025.

Chief Walsh and other leaders congratulated the promoted officers during the meeting. Tejada and Bush were present for the action and offered brief remarks of thanks. Commissioners praised the department’s internal promotion process and the candidates’ test results.

The promotions were processed administratively and do not require further municipal approval, the commission said. The department continues to fill ranks through internal exams and routine personnel processes.
