Committee delays modernization of Human Rights Commission ordinance pending mayoral proposal

The Resident Services and Public Engagement Committee opened discussion on a proposed modernization of the Human Rights Commission enabling ordinance but agreed to delay substantive action while awaiting additional input from the mayor and community stakeholders.

Councilor Singh said he had a productive conversation with the mayor about the ordinance, noting that most technical edits were resolved but that two larger policy questions remained: whether to adopt a general policy of stipends for boards and commissions and what to set as the commission’s fixed number of members. Singh said the mayor had asked for a written proposal to consider stipends in more detail.

"There are 1 or 2 bigger picture items that she wants us to reconsider, such as, providing stipends to boards and commissions in general," Councilor Singh said, adding that the mayor had suggested capping the commission at nine members but that committee discussion with community members was still needed. Several councilors noted that many advocates who wanted to speak on the ordinance could not attend the meeting; Singh recommended delaying action to gather broader input and to receive the mayor's written suggestions.

Committee members agreed to leave the item in committee and to consult community members and legal staff before bringing the ordinance back for formal consideration. There was no motion to advance the ordinance; staff noted the item is effectively tabled pending further legal review and written materials from the mayor.
