The council heard that planning work was completed under short‑term borrowing and, because the debt exclusion for construction failed, the city must pay off planning expenses rather than roll them into project debt. The council voted to approve the free cash appropriations; the roll call produced 5 affirmative votes, 1 negative and 1 absent.
Separately, the council approved retaining earnings authorization of $1,700,000 from the Water & Sewer Enterprise Fund to support a water main replacement project to mitigate lead or unknown services and to improve capacity. City staff said the Arlington Street segment targeted is likely to contain unknown or lead services and will improve pressure for fire safety.
The council also advanced a loan order for the MWRA water line replacement program (an interest/rebate program) to third reading; the loan order passed the council vote to move to final reading (vote: 6 affirmative, 1 absent).
