Parking authority authorizes $1.7 million Haviland deck contract

Darlene, the project's engineer, told the commission that GL Capazzo "successfully completed similar work last year on our Yankee Doodle project" and that the company's bid "aligns with our budget while demonstrating the expertise required for both the deck repairs and the improvements outlined in this project." Funding for the work was identified as coming from Capital Expenditure (CapEx) and MPA accrual funds.
Why it matters: the contract covers structural repairs to the Haviland deck plus upgrades to the breezeway, walls, ceiling and lighting. Commissioner John (speaking during the discussion) emphasized that the scope includes the stairs to the breezeway and passageway improvements and said the project will replace green-painted fences and light fixtures with black finishes to better complement surrounding brick buildings and fire escapes. He added the project will include RGB LED lights at a corner feature.
Board action: Commissioner Matt moved to authorize "full time staff to engage [GL Capazzo] at the budgeted and bid amount for the Haviland parking deck project," Peter seconded, and Chairman Reitz called the vote. The motion carried with the ayes of members present (Chairman Reitz, Vice Chairman Seback, Commissioner Fulham).
Implementation notes and next steps: staff said GL Capazzo is prepared to begin work shortly after contracting is complete. No firm start date was given at the meeting. The project budget and the number of bids (four) were stated on the procurement spreadsheet presented to the commission.
The authority did not amend or alter the contract amount during the meeting; commissioners asked clarifying questions about scope and site walkthroughs that staff and a board member said had already occurred.
