The Land Use and Building Management Committee authorized the mayor to execute a five-year elevator maintenance agreement with TK Elevator Corporation beginning July 1, 2025, for a total amount not to exceed $130,286.19. The committee also approved a contingency allowance not to exceed $5,000 per year in case the Building Management Department assumes responsibility for additional elevators at Lockwood Matthews Mansion and the Norwalk Community Recreation Center.
Alan, representing the Building Management Department, told the committee the baseline contract covers current city elevators and explained the contingency is meant to avoid returning to council for small increases if the department formally takes on additional buildings. He said the city would amend the purchase order or contract if and when the department assumes management of those properties. Committee members pressed for clarity on timing and scope, with Greg Burnett noting the contingency covers potential future, but not-yet-assumed work and expressing concern about voting for funds tied to hypothetical future responsibilities.
Frayer moved the main contract; the committee combined the contingency authorization so the administration can add the additional elevators without a separate contract action if the department formally takes them on. Heather Dunn recorded an abstention during the final vote; the motion passed in committee. Funding for the five-year agreement is available in various building operating accounts for fiscal year 2025–26, with subsequent years subject to operating funds availability.
Committee materials state the tenant or building operations will pay expenses tied to elevator maintenance at each location once assumed by the department, and the city will amend the contract to add sites if the department takes on Lockwood Matthews Mansion or the recreation center.
