Commission tables proposal to split Board of Estimate appointments between mayor and council

The Charter Revision Commission on April 1 tabled, by roll call, consideration of a proposal to change the appointment process for the Board of Estimate and Taxation (BET). The proposal, advanced by Commissioner John Levin, would have changed the charter so that three of the six appointed BET members are chosen by the mayor and three by the Common Council. Levin said the change was aimed at improving representation and addressing public concerns about BET accountability.

Levin said his recommendation was meant to respond to public comments that the BET was not sufficiently representative. Commissioner Ed said the question of how members are appointed should be considered together with a review of the BET's overall composition and representation requirements. A motion to table the appointment-change proposal carried by roll-call vote; the commission recorded seven votes in favor of tabling, one opposed and no abstentions.

Next steps

Members asked staff and counsel to prepare comparative materials for upcoming meetings. Commissioners said they expect a standalone discussion of BET structure and potential options (district representation or election) at a near-future meeting.
