Staff and the applicant said both plans comply with the Main Street Planned Main Street Development District (PMDD) design standards and the city’s land-development code. Justin Prophet, the city’s Director of Sustainable Development, told the commission the planning staff found the Block 8 site plan and the park/open-space plan consistent with the previously adopted PMDD; the Planning and Zoning Board had recommended approval unanimously.
