Norwalk Bike Walk Commission approves lights, event spending and instructor reimbursement; plans Earth Day, training and bike valet

The Norwalk Bike Walk Commission on April 7 approved several budget allocations and set plans for spring outreach, including Norwalk Earth Day and two bike-safety training sessions at CT State College Norwalk.

The commission voted to allocate a total of $2,570 to buy matching headlights and taillights for distribution at safety trainings and events. Commissioner Tanner moved the allocation and Commissioner Nicholas Pappas seconded; the motion passed unanimously. Commissioners set a unit-price guideline (no more than about $25 per headlight/taillight pair) and tasked Commissioner Tanner with collecting quotes and returning them for purchasing.

The commission also voted to approve a local-business food-and-drink purchase for Bike to Work Week. The payment was approved after commissioners requested a simple invoice and supporting receipts where appropriate. Members agreed the commission should set clearer expectations about time estimates for paid work in future trainings.

Other items advanced at the meeting: - Two free bike-safety classes are scheduled at CT State College Norwalk (an indoor classroom session and a parking-lot skills workshop); the commission will promote both and expects to work with Chaz Foster (Sound Cyclists) and Julia Green on instruction. The outdoor skills workshop will be limited to 25 participants. - Norwalk Earth Day is set for April 26 (11 a.m.–3 p.m.) on the Norwalk Green; the commission will host family rides and a bike valet. Commissioners volunteered to staff the valet; Nicholas Pappas circulated a bike-valet how-to and asked for volunteer confirmations. - Fill-in-the-blanks outreach visits will continue (this Saturday) to engage community members outside traditional event audiences.

Commissioners also discussed procurement rules, the June 30 spending deadline for the current grant budget, and the need for vendor quotes before items can be ordered. They agreed to prioritize lights and key event costs so funds are spent before the fiscal deadline.

Why it matters: the approved purchases (lighting, event refreshments and instructor support) are intended to increase safety, grow participation in cycling programs and ensure the commission can use its current-year grant allocation before the June 30 cutoff.
