The Board of Estimate and Taxation approved the Norwalk Parking Authority’s FY2026 budget on April 7 after the authority outlined revenue growth tied to higher demand at key facilities and capital needs for aging assets.
Brian Lutz presented the parking authority’s budget, citing parking revenue as the cornerstone of the authority’s finances and projecting total parking revenue in the packet narrative. The authority said demand at the South Norwalk Train Station has grown, with peak occupancy around 85% on Tuesdays and Wednesdays during peak times; they also noted lost surface spaces tied to nearby development have pushed some demand into the garage. The authority plans reinvestments including structural and aesthetic work at De Havilland Deck and Yankee Doodle Garage and an upgraded parking system at the Maritime/South Norwalk Garage to improve ingress and egress.
Key expense drivers discussed included replacing two enforcement vehicles that are no longer cost-effective, ongoing elevator repairs, snow removal and landscaping. The authority confirmed the vendor for parking-management services is LAZ Parking (referred to as "last parking" in discussion), awarded via RFP, with a three-year contract and an annual management fee in the packet referenced at approximately $100,000.
Board members asked about capacity and vendor selection; the authority said monthly passes remain available at SoNo despite peak occupancy and that four or five vendors bid the RFP. The budget was approved by voice vote.
