Board members said the current rules and several public-facing forms include outdated references (newspaper notices, meeting nights) and inconsistent inspection paperwork. Board members agreed staff will circulate proposed language to members at least one week before the next meeting for review; any formal vote on amended rules will occur after that circulation and a subsequent discussion. The board also agreed to hold off on revising conditional use permit forms until new board members have had a chance to review them.
At the start of the meeting planning board members conducted a roll call; later the board accepted the two sets of minutes by motion and voice vote. The board chair announced that proposed edits to the rules will be distributed to members a week before the next meeting so members can review prior to a vote. Regarding gravel-pit inspections, members said the existing inspection checklist is sparse and that a more comprehensive form — drawn from sample language located by staff — should replace the current one. Board members discussed completing on-site inspections after the end of the mud/winter season.
Members also reviewed the process for establishing the master plan committee the board approved at earlier meetings. Under the board’s rules, the committee composition includes one selectman appointed by the board of selectmen chair, two planning-board appointees, and four members of the public appointed by the planning board. The board agreed to wait until new planning-board members are seated before making the official committee appointments and to set committee meeting parameters at the next meeting.
Town planning staff signaled they will circulate draft rule edits and the revised inspection form before the next meeting; the board will take up formal votes on those drafts in subsequent meetings. Members also requested additional training for new appointees on reading plats and an overview of planning-board responsibilities.
The board did not take any other formal actions on conditional use permits or zoning policy changes at this meeting.
