The commission said some city councillors requested that banners be introduced at a City Council meeting before being hung along city streets.
The commission discussed an expanded Memorial Day event set for Saturday, May 31, noon–4 p.m. at JFK Plaza (the weekend after Memorial Day). Planned elements include a welcome and opening prayer, the Lowell Police Honor Guard, the Scouts leading the Pledge of Allegiance, remarks by city officials and a historian, a reading of names of service members killed in action, musical performances, vendor tabling, food trucks and a 3 p.m. playing of taps. The commission noted the city will supply marketing, banners and some event infrastructure.
Logistics discussed included stage size (vendor estimates indicated a 30-foot stage footprint), portable restrooms, trash and DPW coordination, and a possible DJ. One local donor pledged up to $350 toward a professional DJ; other music options were being pursued, including contact with the Lowell Harmonic Orchestra and local ROTC drill teams. Several food vendors were listed as having agreed in principle: Tavern in the Square (alcohol trailer), Breaking Barriers Kitchen, and Utech; the commission awaited confirmation from an ice cream vendor.
Commissioners debated how to handle a state-provided list of 30 service members killed in action: one commissioner recommended placing the names on a plaque and holding a moment of silence; another argued each name should be read aloud. The commission discussed reading some names at intervals with a final group read before taps at 3 p.m. Security and street closures were discussed; the commission expects Arkan Drive to be closed for vehicle displays and vehicle parking lanes.
The commission asked volunteers to help with poppy distribution, water logistics, and on-site orchestration. The commission set a follow-up meeting for May 14 to continue planning and to confirm city-hall availability if outside guests require a different venue.
