County planner and engineer update commissioners on draft municipal transportation map, Acme Road damage and dust-control bidding

County Planner Mark Reid told commissioners on March 17 that a draft transportation plan produced for the City of Sheridan includes areas in the county and shows a future street network that county subdivision rules require staff to respect when a municipality has a duly adopted street plan.
"The city is working on this draft transportation plan. Well, it includes areas in the county and the unincorporated areas," Reid said, adding that the countys subdivision rules provide that street layouts must conform with any duly adopted municipal street plan.
Why it matters: when a municipality adopts a street plan that overlaps unincorporated areas, county subdivision review must conform to that plan; that can affect future development and infrastructure alignment.
County Engineer Ken Muller reported several operational items. He said the county submitted a statement of interest for the Transportation Alternatives Program to the Wyoming Department of Transportation and will receive an application package when the formal applications open. He also reported damage on Acme Road caused by heavy hauling out of a scoria pit; contractors switched haul routes during thaw conditions and the county placed warning signs and will monitor whether the contractor or YDOT will participate in repairs.
Muller also said the RFP for liquid dust control is posted on the county website and bids will open April 10. He described a meeting with Dayton officials about Dayton East Road, noting that in 2009 the county quitclaimed a section of the road to the town of Dayton and that Dayton may proceed with improvements without county permission; he asked the town to keep the county informed about design and tie-in to the county road.
No decisions were made; staff actions and permit or funding steps will follow standard procedures (YDOT application, RFP bid opening, monitoring haul-route impacts). Commissioners asked staff to continue monitoring road conditions and to coordinate with towns and contractors on repairs and dust-control work.
Ending: The board received the updates and anticipated further project-specific materials and grant-application packets in future meetings.
