County planner: unpermitted manufactured home placed in Holmes Avenue right-of-way may need variance

Mark Reid, Sheridan County planner, told commissioners on March 24 that a manufactured home was installed without permits in the right-of-way on Holmes Avenue near 15th and Downers.
"Lo and behold, they brought in a manufactured home and set the thing up right in the, right of way of Holmes Avenue," Reid said. He told the board the unit appeared to have been placed without permits and was sitting above a water line another developer is trying to tap.
Reid said county staff are working with the property owners and that resolving the situation may require a variance or other application. "So we're we're trying to work through that situation without getting too crazy... So but it may require a variance or something in application to do do what they, would like to do to get this this unit on their property," Reid said.
Why it matters: Encroachment into a public right-of-way can create safety, access and utility conflicts; the presence of the home over a water line adds a utility-safety dimension. The planner characterized the occupants as cooperative and said staff hope to resolve the matter through the appropriate permitting or variance process.
Next steps: Reid said staff will continue to pursue permitting or a variance as needed and answer any follow-up questions from commissioners.
