Albert Waters, president of E. L. Waters & Company LLC, told the City Commission of Opa-locka during citizens’ forum that his firm responded to the city solicitation to update the city’s annexation plan and was the sole proposer. He asked the commission to accept the firm’s proposal rather than reject it.
Waters said his firm attended staff briefings and responded to all requirements in the solicitation. He requested the commission “please accept our proposal, as submitted and approve it rather than reject it because we're the only ones that's on the agenda.”
Mayor Taylor instructed staff to set up a meeting between the consultant and city staff to discuss the procurement matter; the interim city manager and staff (Mr. Gay was in the audience) were directed to meet with Waters to review the solicitation and next steps. No formal action or vote on the solicitation was taken during the meeting.
The consultant provided a business address for the record: 6625 Miami Lakes Drive, Suite 238, Miami Lakes, Florida. The commission’s instruction was procedural only: staff to follow up with a sidebar meeting to review the procurement and the item approved earlier on the consent agenda would remain unchanged.
