Opa-locka moves to register abandoned, vacant and foreclosed properties

The City Commission of Opa-locka voted to approve first reading of an ordinance requiring registration and maintenance standards for abandoned, vacant and foreclosure properties to address derelict properties and reduce blight.
Mayor Taylor, sponsoring the item, said the ordinance is intended to address properties “people have just walked away from” and to clean up derelict locations. Planning director Gregory Gay and staff were available to answer questions.
The ordinance creates a registration requirement for certain real property, lays out maintenance obligations, and provides penalties and enforcement mechanisms for noncompliance. The item was presented as a public hearing; the public hearing was opened and closed with no public opposition recorded, and the commission approved first reading 4-0.
The ordinance amends Chapter 14 (Nuisances) to add section 14-131 and subsequent sections addressing registration, applicability, enforcement and penalties. Staff will proceed with implementation steps following codification.
