Opa-locka adopts administrative approvals for minor historic property repairs

The City Commission of Opa-locka approved a first-reading ordinance to create an administrative approval process for routine Certificates of Appropriateness for certain minor repairs and maintenance on properties designated as historic.
City staff said the change is intended to speed up approvals for small rehabilitation projects — for example, replacing windows or doors — by allowing staff-level approvals instead of full Historic and Environmental Preservation Board review for items on a COA matrix.
Gregory Gay, director of planning and community development, was present to answer questions. No members of the public spoke on the item at the meeting and no further changes were requested. The commission closed the public hearing and voted 4-0 to approve first reading.
The ordinance amends Ordinance 22-2022-02 relating to the Historic and Environmental Preservation Board to establish an administrative process for approval of regular certificates of appropriateness for improvements, renovations and maintenance projects listed on the COA matrix. The ordinance includes severability and rescission language and will be codified on subsequent readings.
