Superintendent outlines budget timeline, GF1 interest account gains and pending policy changes

Harris County — Superintendent Doug Finney briefed the Harris County Board of Education on April 10 about the budget-development schedule, an interest-earning state GF1 account the district is using to generate revenue on fund equity, and several policy items the district plans to bring for board review this spring.
Finney said the next budget work sessions are scheduled for Monday, April 14 (elementary budgets) and April 29 (EOC, middle and high school budgets) at the PLL; tentative budgets will be presented in May with adoption targeted for June. He emphasized the importance of the April budget review meetings and noted the schedule includes advertised public hearings.
On district cash management, Finney described a GF1 interest account the finance office is using to earn interest on fund equity while keeping funds liquid for district needs. He said Megan Seija in finance reported sizable interest earnings in recent months; later in the committee the finance report included March interest figures tied to that account. Finney characterized the GF1 approach as a low-risk way to generate additional interest revenue for the district.
Finney also previewed several policy items that staff are drafting for board consideration: draft policies on limiting student cell-phone use in K–8 classrooms in response to a state bill that was reported as sent to the governor, AI-use and acceptable-use updates to reflect instructional applications of artificial intelligence, and a research-in-district policy to govern university and teacher-conducted studies in schools. He asked board members to review two policy documents circulated with the packet — Board Policy BCBI (Public Participation in Board Meetings) and BCBI-R1 — and provide feedback; any recommended revisions would come to the board in May or June depending on the budget schedule.
Finney closed by encouraging board members to attend the upcoming budget sessions and reminding them of scheduled meetings where tentative budgets will be presented and hearings advertised.
