City to monitor Athletic Park parking, staff proposes new paved lot and targeted curb‑striping study

Engineering staff updated the committee on the city’s obligation under the Woodchucks development agreement to provide new parking in the Athletic Park area and described potential solutions including converting a city‑owned gravel lot (the Wasatch Chemical/temporary gravel site) to a larger paved lot and adding a 29‑space lot and a seven‑space ADA lot this year.
“According to our development agreement, we have to provide a 50, new paved parking spaces,” staff said. The packet shows plans to pave a 29‑space gravel lot and to create a seven‑space ADA lot this year; staff said they are evaluating a larger lot on the Wasatch Chemical site to meet the remainder of the obligation. Staff also noted challenges and development interest in adjacent parcels that could affect permanent placement.
The committee discussed painting on‑street parking stalls on nearby streets (Second and Third streets) to improve organization. Staff cautioned about ongoing maintenance costs for painted pavement markings and about applying the approach in residential side streets due to lead service lines and parking geometry; committee members asked staff to pilot monitoring this summer to gather counts on busy event days and to document driveway blocking issues.
Staff said it will monitor parking during this summer season, bring counts and problem documentation back to the committee in the fall, and continue refining options (paved lot design, striping scope and maintenance costs) ahead of the project completion deadline specified in the development agreement.
