The Infrastructure and Facilities Committee approved two items related to the 700 Grand Avenue apartment development: the city’s acceptance of a future underground utility easement and the dedication of a strip of land along Grand Avenue as right‑of‑way.
Staff explained the easement will be granted by the developer after property closing and lies along the parcel’s north side where storm and water main alignments (marked with S and W on the certified survey map) will be under a utility easement. Committee members moved both items forward to the City Council.
Andrew (staff) said the dedication is a 20‑foot wide strip along Grand Avenue as shown on the certified survey map; the draft memo noted the strip length as 398 feet on the certified survey map and staff recommended using that measurement in the council action. Alder Neal moved to approve the easement; Alder Martins seconded. The motion carried unanimously. Alder Martins seconded the dedication motion as well; both items passed out of committee.
Both items will be included in the end‑of‑month Council agenda for final approval and recording.
