The Senate Committee on Water and Land on April 9 advised and consented to the nomination of Michael China as the Kakaʻako business representative on the Hawaii Community Development Authority, confirming him for a term expiring June 30, 2029.
The confirmation came after supportive testimony from Craig Nakamoto, executive director of the Hawaii Community Development Authority, who told the committee that China “brings to the board really a wealth of experience in financial planning, advising clients.” The committee also recorded written support from Department of Business, Economic Development & Tourism Director James Tokioka, Mike Ozua and Imanaka Asato LLC.
The committee’s recommendation to advise and consent was adopted by voice vote. The chair and the vice chair voted aye; Senator Chang voted aye; Senator DeCorte voted aye. Senator McKelvey was excused. The tally recorded four affirmative votes and one excused member.
During the hearing the committee also discussed HCDA’s historical focus on Oʻahu and recent steps to engage neighbor islands, with the chair noting the authority’s expanding work into Maui and other islands; that discussion was background to the confirmation and did not change the nomination outcome.
China, the nominee, said: “I look forward to the next 4 years. Thank you for the opportunity.”
The committee’s action transfers the nomination forward with an affirmative committee recommendation; no additional conditions or amendments to the nomination were recorded in the committee transcript.
