Resident urges council to prioritize downtown site over Kroger, cites 52-acre parcel

Scott Quarter, a Hoschton resident who gave his address as 53 Ontario Lane, spoke during the meeting's public-comment period about downtown planning and a parcel of roughly 52.04 acres that he said the city and "Doctor Kumar" are working on in conjunction with city planning.
"There's been a lot of statement out there that the Kroger is our downtown area. That is not part of our downtown, nor do I see that being the town center for the city," Quarter said, urging the council to consider a different downtown concept. He said he attended a recent class on tourism and downtown development and cited examples from Duluth and other nearby cities, and he said he planned to bring additional materials to the council after reviewing public records and drawings.
Quarter told the council he had met the city's economic developer, Chris, and a former city manager from Suwanee who discussed long-term downtown development. He asked the council and staff to examine the 52.04-acre parcel and consider how the city might shape a downtown that attracts residents and businesses.
The council did not take formal action on the comments; after public comment the council moved into executive session.
