Board approves highway contracts, intergovernmental seal-coat/cape-seal agreements and bridge work

At its April 10 meeting LaSalle County’s board approved a package of County Highway resolutions authorizing contracts, intergovernmental agreements and project appropriations.
Key actions included: - Resolution 25-13: Authorized the county board chairman to enter joint purchasing agreements for the rock salt contract covering calendar years 2025–2026 and to execute related documents. The measure passed by roll call (all ayes).
- Resolution 25-14: Approved an intergovernmental agreement with the City of Streeter to include city streets in the county’s 2025 seal-coat program. The city will pay about $1,500 for its share and a $90 engineering fee to the county.
- Resolution 25-15: Appropriated supplemental motor fuel funds in the amount of $188,284.44 to cover cost increases for removal and replacement of an existing bridge structure on County Highway 9 (structure work includes removal and replacement with a concrete box culvert). Staff explained the increase reflected post-2021 cost escalation during construction in 2024.
- Resolution 25-16: Designated North 280 Third Road (from East Thirteenth Road to County Highway 34 in Ottawa Township) as a Class 2 truck route (80,000-pound limit) and authorized the board chairman to enter a Truck Access Route Program (TARP) agreement with Illinois DOT for reimbursement. The county said Ottawa Township received award funds last summer and the agreement formalizes the reimbursement.
- Resolution 25-17: Authorized a professional services agreement with Hutchinson Engineering, Inc. for engineering services on County Highway 302 (latex-modified concrete overlay and structural repairs) with a not-to-exceed engineering fee of $83,189; staff said the overlay and repairs are intended to extend the deck life roughly 40 years.
- Resolution 25-18: Entered an intergovernmental agreement with the City of Earlville to include about $62,000 of city streets in the county’s 2025 cape-seal program; the county will charge a $37 engineering fee to the city.
County staff and highway committee members explained the projects and financial terms during the highway committee presentation. All measures passed on recorded roll calls with the votes read into the record.
