Downtown lighting poles advancing; board told most easements secured, TNMP work pending

City staff reported that contractors are progressing on foundations and pole installs for the downtown illumination project and that electrical service steps are underway, though a small number of easements and utility actions remain.
Steven (staff member) said Pfeiffer has set bases and is installing poles, and that the contractor has pulled wire from Whispering Pines to Clearview. “Once they get energized they can do testing and finish out the poles,” Steven said. He added that the city now has an ESID number for electrical service, which is needed before TNMP runs service drops to meter boxes.
Why it matters: The lighting poles are part of the broader downtown improvement plan; timely completion is tied to vendor schedules and to coordination with TNMP and adjacent construction sites. Staff said the wire pull suggests the first section could be lit within about a month.
Status and outstanding issues
Steven reported most easements are secured but said two remain outstanding and staff will follow up: “The majority are. We have 2 that I'm aware of. We have 2,” he said. He also described a coordination issue with one business owner where pole placement may require altering landscaping or losing a parking spot; staff said they will work with that property owner to resolve the exact location.
On utilities, Steven said TNMP has been responsive and that the city has an ESID number, enabling service drops to be installed once the contractor completes its work. Board members offered to assist with easement outreach if needed.
Next steps
Staff said it will continue to coordinate with Pfeiffer and TNMP, complete remaining easements, and update the board at the April 22 workshop. No formal action was taken at the meeting.
