Staff said the yard was granted a variance and conditional‑use permit in 2023 and the owner has since complied with screening requirements and with state licensing for vehicle storage and disposal.
Cassidy told commissioners that the yard sits roughly 60 feet from residential property on one side and about 250 feet on the other, with the nearest church about a mile away. Agency commenters had no objections. Staff recommended the conditional‑use permit be made indefinite so long as the business remains in compliance with county regulations and maintains a valid Wyoming vehicle storage and disposal facility license.
No public comments opposed the renewal. A commissioner moved to approve the permit renewal with staff recommendations; the motion passed 4‑0. The renewed permit remains personal to Susan Chapman for the specified lots and is limited to vehicle storage and impound operations.
