ATCA offers Prop 1 well testing, water‑conservation help for Tuolumne and southern Calaveras residents

ATCA’s energy staff said Prop 1-funded water conservation services and free well water testing are available to residents who live inside the Tuolumne–Stanislaus Integrated Regional Water Management Authority (IRWM) area, specifically Tuolumne County and the southern portion of Calaveras County that falls inside that watershed boundary.
Rue Marshall of ATCA’s energy department said the program is free and provides well water testing for bacteria, bacteria plus nitrate, bacteria plus nitrate plus arsenic, and similar test bundles upon eligibility verification. The water-conservation side can include low-flow showerheads, certain filtration devices, toilets and other measures that reduce household water use.
Marshall said the Prop 1 and well testing work is limited to homes inside the IRWM boundary; the program’s stated goal is to assist 688 homes through June 2026, and availability depends on grant funding. "It is a free program, that can... try to help lower your water bill and conserve water," Marshall said on the recording.
She added that some types of conservation measures overlap with weatherization services and that ATCA coordinates with other local programs when work crosses into home repair areas. Eligibility, exact covered measures and appliance replacements depend on current grant rules and funding availability.
Residents should check whether their property falls inside the Tuolumne–Stanislaus watershed area to determine eligibility and contact ATCA’s listed service centers for intake and testing arrangements.
