Highway crews begin spring work; County Road D Irvington Hill project to start April 14, D–G property acquisitions continue

Staff said road bans were scheduled to come off Monday the 14th, allowing heavier maintenance work to begin. Crews have started spray patching and crack sealing; staff said spray patch oil is being supplied from St. Croix County because local suppliers were not yet available. The crack-sealing crew began work the day before the meeting, and shouldering is scheduled for a roughly four- to five-day window as crews reconfigure trucks and equipment.
In project updates, staff said the County Road D Irvington Hill reconstruction contract is scheduled to start Monday, April 14. The contractor’s contract calls for 70 working days; staff estimated the work would be completed around July, barring delays. For the County Road D and G project, staff said real-estate acquisition is underway and that five of 18 required land transactions (fee or limited easement) are complete; staff said they expect most of the remaining owners to return documentation in the near term but could not guarantee a 2025 construction season.
Staff also described administrative and budget reporting changes: construction and maintenance expenses are being reported with more project detail in the county’s CHEMS/DOT reporting format; staff presented February totals and noted the highway winter maintenance totals and allocations for county construction, maintenance and bridge work. They told the committee they were generally under budget to date.
Why it matters: the timing of road-bans removal, spray patching, shouldering and reclamation determines when roads are available for heavier equipment and major construction. The Irvington Hill project’s 70-day contract and the D–G right-of-way work are schedule drivers for construction activity in mid-2025.
Staff said they will publish flyers to residents on roads scheduled for culvert work and other construction and will present a finalized county highway safety plan tied to the Safe Streets for All grant at an upcoming meeting.
