County approves CDBG budget change to keep Mill Creek project moving; removes Newmanstown post-office accessibility line

Dan Lyons, executive director of the County Redevelopment Authority, asked the commissioners to approve a budget modification to the fiscal-year 2024 Community Development Block Grant (CDBG) program.
Lyons said the Pennsylvania Department of Community and Economic Development (DCED) raised concerns about one of two Mill Creek Township activities in the county’s original application. Because the affected activity was further along in its process, the state encouraged the county to remove the Newmanstown post-office handicap-accessibility project and transfer its $30,000 to Mill Creek Township’s owner-occupied housing rehabilitation activity so the award could proceed. Lyons said Mill Creek Township may later complete additional engineering and substitute the post-office activity back into the budget if it meets state requirements.
Lyons said the change was advertised in the newspaper and a public hearing was held; there were no public comments at the hearing. Commissioners approved the modification and authorized submission to the state.
