Cumberland County commissioners approve consent agenda, multiple grants, contracts and appointments

The Cumberland County Board of Commissioners approved the consent agenda and a bundle of contracts, grants, transfers and appointments during its April 10 meeting, voting unanimously on routine and nonroutine items ranging from park-support letters to capital project requests and grant acceptances.

The actions included approval of multiple letters of support for local township DCNR Community Conservation Partnerships applications, acceptance of a $240,000 Emergency Solutions Grant (ESG) award administered through the Pennsylvania Department of Community and Economic Development, acceptance of a $200,000 Local Share Account (LSA) grant for courthouse roof repairs, and authorization of several county contracts and capital transfers across departments.

Why it matters: the approvals forward local infrastructure and social-service funding and authorize vendor contracts and capital purchases county departments say are needed to maintain services. Several items also align county actions with state grant timelines and HUD program requirements.

Among the items approved were letters of support for Southampton Township’s new park ADA equipment request and Shippensburg Township’s master park plan application; the county’s five-year consolidated plan and 2025 annual plan for HUD-funded housing and community development activities; an addendum for a heavy-use agricultural project walkway; and multiple department contracts and capital requests covering public safety, facilities, human resources and technology.

- Authorization for Cumberland County to join the South Central Intercounty Communications Network (SCICNET) via intergovernmental agreement (Resolution 2025-6) and appointment of Mike Snyder as the county representative to the SCICNET executive board — approved (voice votes).

- Acceptance of $3,995.64 in donations to support National Public Safety Telecommunicator Week activities — accepted (voice vote).

- Multiple additional capital project requests, grant acceptances and routine contract approvals across departments (Sheriff’s firearm purchases and grant applications, aging vehicle replacement, IMT lifecycle equipment replacement, planning and NFWF project change orders) — approved (voice votes).

What the board did not do: no controversial items were pulled from the consent agenda and no items were tabled or failed at this meeting.

Ending note: commissioners and staff highlighted community events tied to some approvals — for example, telecommunicators’ recognition week activities and upcoming household hazardous waste and electronics-recycling events — and staff said state and federal grant timelines (HUD/May 15) require timely adoption of plans even if federal funding notices are delayed.
