Sarpy County awards $1.48 million sewer-repair contract; hires HDR for construction oversight

The Sarpy County Board of Commissioners on April 8 approved a $1,482,750 contract with Municipal Pipe Tool Company LLC to perform critical sanitary sewer repairs across the county’s water and wastewater service area and separately approved a $135,000.35 amendment to HDR Engineering Inc.’s contract for construction administration and additional design work.
County Project Manager Kevin Ballantyne told commissioners the work follows a 2024 system-wide CCTV and manhole inspection that identified the largest defects across the county’s roughly 19-mile gravity sewer system. Ballantyne said the repairs include about one mile of cured-in-place pipe lining, roughly six localized pipe repairs and about 40 manhole repairs.
Ballantyne said, “This is for the critical sanitary sewer repair project,” and told the board the county received a single bid for the work. He said the lone bidder, Municipal Pipe Tool Company, submitted a price higher than the engineer’s estimate but that staff considered it reasonable and recommended award.
Ballantyne said the inspections that identified defects were completed by Trek Design Group using about $350,000 in ARPA funds. He said the work is budgeted and that, if approved, Municipal Pipe Tool would mobilize from Hudson, Iowa, with an expected finish in November 2025 and final completion in December 2025.
The board also approved a contract supplement for HDR Engineering in the amount not to exceed $135,000.35 to provide construction administration and to complete additional designs for several repair items that the county plans to bid separately because they require full pipe replacement and additional easements.
Commissioners asked about the limited number of bids. Ballantyne said there are few regional cured-in-place pipe (CIPP) contractors and that Municipal Pipe Tool has multiple crews working in the Omaha area, which helped give staff confidence in the contractor’s capacity.
The motions passed on voice votes with a 5-0 tally.
